The U.S. Government Just Bought Equity in 9 Quantum Computing Companies

Not Grants. Equity.

The federal government does not normally buy stock in private-sector technology companies. This is different.

The Department of Commerce signed letters of intent with nine quantum computing firms for $2.013 billion in CHIPS and Science Act funding. The structure is not a traditional grant or loan. The U.S. government would take direct equity stakes in each recipient. If final agreements are reached, taxpayers will own pieces of the quantum computing supply chain.

That distinction matters. Grants are subsidies. Equity stakes mean the government profits if these companies succeed. It also means Washington is placing a directional bet that quantum computing will become critical infrastructure within the decade. But these are LOIs, not signed contracts. Final terms, milestones, and equity structures still need to be negotiated.

Who Got What

IBM received the largest allocation: $1 billion for a new subsidiary called "Anderon," a 300-millimeter quantum wafer foundry planned for Albany, New York. The equity stake is in the Anderon subsidiary, not IBM common stock. IBM is committing an additional $1 billion in cash, intellectual property, and specialized talent on top of the federal award. IBM currently trades at roughly $256 per share, a P/E of 22.4 times trailing earnings, with a market capitalization around $238 billion. The stock surged 12% on the announcement, adding about $27 billion in a single session.

GlobalFoundries received $375 million. The company is already a major semiconductor foundry partner for defense and automotive chips. Adding quantum fabrication capacity deepens its moat in specialized manufacturing.

Three publicly traded pure-play quantum companies each received $100 million:

D-Wave Quantum trades around $29 per share with a market cap near $7.5 billion. The company reported Q1 bookings growth of 2,000% to $33.4 million. The stock jumped 25% on May 21 alone, before the CHIPS Act news added further momentum.

Rigetti Computing reported Q1 revenue of $4.4 million, nearly triple year-over-year, with a $569 million cash position. Rigetti's approach uses superconducting qubits, the same architecture IBM employs at larger scale.

Infleqtion, a privately held company focused on neutral-atom quantum processors, also received $100 million.

The remaining recipients round out the list: Atom Computing, PsiQuantum, Quantinuum (a Honeywell spinoff), and Diraq each received allocations in the program. Together the nine companies span every major qubit architecture currently in development.

Sector Momentum Beyond the Recipients

IonQ was not named as a CHIPS Act recipient but surged 10% alongside the sector. IonQ uses trapped-ion technology and is one of the few quantum companies generating recurring commercial revenue. The broader quantum trade lifted all boats.

Why This Matters Beyond the Headlines

The government equity structure creates three effects investors should track.

First, validation. The Department of Commerce conducted extensive due diligence before committing taxpayer capital. These nine companies emerged from a federal selection process that evaluated dozens of applicants. For early-stage investors in D-Wave or Rigetti, the federal government is signaling intent to become a co-investor.

Second, domestic manufacturing lock-in. The Anderon foundry requirement means IBM must build quantum chips in the United States. This mirrors the broader CHIPS Act strategy of reshoring semiconductor manufacturing, but extends it into a technology layer that does not yet exist at commercial scale.

Third, national security framing. The Commerce Department explicitly positioned these investments as accelerating "utility-scale, fault-tolerant quantum computers" for national security applications. Quantum computing's ability to break current encryption standards makes it a defense priority. Companies inside this program are better positioned for future classified contracts.

The Valuation Question

IBM's 12% move priced in roughly $27 billion of value for a $1 billion investment. That implies the market sees the Anderon foundry as a platform business worth far more than its construction cost.

D-Wave's $7.5 billion market cap sits on $33.4 million in quarterly bookings. That is a revenue multiple north of 55 times annualized. The stock is priced for exponential growth in enterprise adoption. The $100 million federal backstop reduces near-term dilution risk but does not change the fundamental question of when quantum delivers commercial value at scale.

Rigetti's $569 million cash pile means the company can fund operations for years without raising capital. At $4.4 million in quarterly revenue, Rigetti is pre-commercial. The CHIPS Act funding, if finalized, materially extends its runway.

What to Watch From Here

The letters of intent are not final awards. Final agreements with detailed terms, milestones, and equity structures will follow over the coming months. Watch for the specific vesting schedules and performance triggers tied to the government's equity stakes.

Quantum sector volatility cuts both ways. These stocks moved 25% in a single day on the upside and 8-9% on profit-taking the following week. Position sizing matters more than timing in a sector where a single technical breakthrough can double valuations overnight.

The next catalyst is whether IBM announces a timeline for Anderon's first quantum chip production run. Commercial-scale quantum chips remain years away, but the manufacturing commitment makes IBM the default infrastructure layer for every U.S. quantum program that follows.
